User accounts.

• / — search accounts (GET), register one (POST).
• :user_id — read (GET), edit (PATCH) or delete (DELETE) one account.
• :user_id/deleted_at — restore a deleted account.
• :user_id/links/:remote — link and unlink a game account (Dinoparc, Hammerfest, Twinoid).
• :user_id/user-links — the Discord/GitLab links of an account.
• :user_id/tos — whether the account accepted the terms of service.
• :user_id/sanctions — site-wide sanctions (bans) on an account.

Forum sanctions are a different thing and live under /api/v1/forum/sanctions.
